limit, Admin PIR of this port scheduler group.
              
An 'inconsistentValue' error is returned if tPortSchPlcyGrpAdminPIR is
set to non-default value when the value of tPortSchPlcyGrpRateType is
set to 'percentLocal'.
              
This object is obsoleted in 13.0 release and replaced by
tPortSchPlcyGroupAdminPIR.
