The value of tNetworkEgressPrecFC will overwrite the forwarding class
derived from egress. The new forwarding class is used for egress
remarking and queue mapping decisions.
              
There is no DEFVAL for tNetworkEgressPrecFC. It must be set at the
time of row creation.
