The value of tNetworkEgressDSCPFC will overwrite the forwarding class
derived from ingress. The new forwarding class is used for egress
remarking and queue mapping decisions.
              
There is no DEFVAL for tNetworkEgressDSCPFC. It must be set at the
time of row creation.
