policy level has been assigned to a group by setting
tHsmdaSchedulerPlcyLvl3GrpId to a non-zero value.
              
The value of tHsmdaSchedulerPlcyLvl3WgtInGrp is only allowed to be
non-default when tHsmdaSchedulerPlcyLvl3GrpId is non-default.
