policy level has been assigned to a group by setting
tHsmdaSchedulerPlcyLvl2GrpId to a non-zero value.
              
The value of tHsmdaSchedulerPlcyLvl2WgtInGrp is only allowed to be
non-default when tHsmdaSchedulerPlcyLvl2GrpId is non-default.
