policy level has been assigned to a group by setting
tHsmdaSchedulerPlcyLvl1GrpId to a non-zero value.
              
The value of tHsmdaSchedulerPlcyLvl1WgtInGrp is only allowed to be
non-default when tHsmdaSchedulerPlcyLvl1GrpId is non-default.
