child's administrative PIR that should be added to the child's offered
rate, capped by the child's PIR.
              
When the value of tAdvCfgChildAdmnPirPrcnt is set to '0', offered rate
increase from all child policers and queues specified by
tAdvCfgPolicyName policy are removed.
