The value of tAdvCfgAvgFrameOverheadMode determines the source of
average frame overhead value on ethernet ports. When set to 'auto', the average
frame overhead is automatically set to 20 bytes, representing the ethernet
overhead added to each L2 data frame in  the HQOS hierarchy above the queue
level, when a port-scheduler is used. This reflects the on-the-wire rates
on ethernet.
When tAdvCfgAvgFrameOverheadMode is set to 'from-queue', the average frame
overhead becomes user-configurable, with a default value of zero percent.
A zero percent default indicates that all  rates within the HQOS hierarchy
are based on L2 rates.
