Wavelength Tracker Encoding of Wave Keys on the interface's
transmitted optical signal is enabled.
              
tmnxWaveTrackerEncodeEnable is equivalent to
'tnWaveKeyEncodeTransmitState' of the 1696-Roadm MIBs.
              
This object was obsoleted in release 22.2.
