The value of tmnxOamLagMeasIfResStampSSID indicates the STAMP Session
Identifier (SSID) shared by the STAMP microsessions belonging to the
specified interface.
              
Zero indicates an SSID is not available.
For example:
1.  The interface does not have an active microsession (e.g.
    tmnxOamLagMeasTmplCtlAdminState = disabled(2)), or
2.  The interface's LAG Measurement template has the wrong type (i.e.
    tmnxOamLagMeasTmplCtlTestType = twampLight(1)).
