The value of tmnxOamSathCfgSvcTestAdminState specifies the
administrative state of the service test.
              
When this value is 'enabled(1)', only the following objects in the row
can be changed:
    tmnxOamSathCfgSvcTestAdminState,
    tmnxOamSathCfgSvcTestDescription,
    tmnxOamSathCfgSvcTestRunOprState.
              
Setting this value to 'disabled(2)' has an operational side effect:
the service-test's active run (if any) is stopped.
