The value of vRtrMplsLspPathDelayMetricLimit specifies the delay
metric limit when vRtrMplsLspExtMetricType is set to 'delay'.
              
When the value of vRtrMplsLspPathDelayMetricLimit is set to default
value and vRtrMplsLspExtMetricType is set to 'delay', there is no
limit on the end-to-end path delay.
              
When the value of vRtrMplsLspPathDelayMetricLimit is set to
non-default value and vRtrMplsLspExtMetricType is set to 'delay', only
paths that have end-to-end delay less than the configured limit will
be considered.
