When value of vRtrMplsLspBfdEnable to 'true',
vRtrMplsLspPathBfdOperUpWaitTmr  will be set to
vRtrMplsLspExtBfdUpWaitTimer.
              
When vRtrMplsLspPathBfdEnable and vRtrMplsLspBfdEnable are set to
