Tx3-normal timer; for this system, the Tx3-normal timer is a timeout
on the  'X3createLicctunnelReq' message sent.
          
If this system does not receive the 'X3CreateLiccTunnelAck' message
from its peer during this time, it will retry 2 times, before
considering the tunnel setup attempt failed.
