The value of tmnxEhsHandlerRowStatus specifies
the row status.  It allows rows to be created
and deleted in the tmnxEhsHandlerTable.
              
If any associated rows exist in the tmnxEhsHEntryTable,
'destroy' will fail.  All associated rows must be
destroyed first.
