The value of tLagPerLinkHashSapHash specifies how SAPs are grouped to
the same member port when per-link-hash is enabled.
              
- sap: traffic of the same SAP is hashed to the same member port;
              
- vport: traffic of all saps associated with the same virtual port
         is hashed to the same member port.
              
tLagPerLinkHashSapHash cannot be set to 'vport' unless
tLagPerLinkHashWeighted is 'true'.
