The value of the object tmnxL2tpTgTuId indicates the local identifier
of a Layer Two Tunneling Protocol Tunnel.
              
In L2TP version 2, it is the 16-bit tunnel ID.
              
In L2TP version 3, it is equal to the most significant 16-bit of the
control connection ID.
