The value of tmnxDot3OamLinkMonEnabled specifies whether or not link
monitoring is enabled on the port. When this object's value is set to
'enabled (1)', the eventSupport bit in dot3OamFunctionsSupported is
set, otherwise the eventSupport bit is cleared.
