the node is transmitting Information OAMPDUs to the peer with the
dying-gasp flag set.
              
Dying gasp messages are only transmitted if the value of
tmnxDot3OamDyingGaspOnReset is 'true (1)' and the value of
tmnxDot3OamSystemDyingGaspOnRst is 'true (1)'.
