Name of the Traffic Tunnel.
              
Note that the name of a Tunnel MUST be unique.
When a SET request contains a name that is already
in use for another entry, then the implementation
must return an inconsistentValue error.
              
The value of this object cannot be changed if the
if the value of the corresponding teTunnelRowStatus
object is 'active'.
