This is a configured set of administrative groups
specified as a bit vector (i.e., bit n is 1 if group
n is in the set, where n = 0 is the LSB).  For each
link that this path goes through, the link must have
all of the groups specified in IncludeAll to be
acceptable.  If IncludeAll is zero, all links are
acceptable.
