tePathExclude

This is a configured set of administrative groups
specified as a bit vector (i.e., bit n is 1 if group
n is in the set, where n = 0 is the LSB).  For each
link that this path goes through, the link MUST have
groups associated with it, and the intersection of
the link's groups and the 'exclude' set MUST be
null.
