A mapping between a configured group number and
its human-readable name. The group number should
be between 1 and 32, inclusive. Group number n
represents bit number (n-1) in the bit vector for
Include/Exclude constraints.
All entries in this table MUST be kept in stable
storage so that they will re-appear in case of a
restart/reboot.
