This notification is generated whenever a Security
Policy Server (indicated by the value of
t11FcSpPoServerAddress) successfully completes the
execution of an Activate Policy Summary request.
The value of t11FcSpPoRequestSource indicates
the source of the APS request.  The value of
t11FcSpPoPolicySummaryObjName indicates the name of
the activated Policy Summary Object.
