The number of messages that could not be queued
for transmission by the syslog sender.
If this syslog entity is not a syslog sender the
value of this object will be zero.
Discontinuities in the value of this counter can
occur at re-initialization of the management system,
and at other times as indicated by the value of
syslogOperationsCounterDiscontinuityTime.
