The maximum average threshold for the random detect algorithm. Above this threshold, packets are discarded before entering the queue. The units is bits in accordance with Traffic Manager. This must be greater than or equal to the fsQoSRandomDetectCfgMinAvgThresh and less than or equal to the Queue size.
