If the fsMplsDiffServServiceType is set to  
'DiffServLlsp', then this value identifies an entry in 
the fsMplsDiffServLlspTable that gives the PSC 
associated with the diffServ aware tunnel. Otherwise, this 
variable should contain the value of zero indicating that 
the tunnel is not a Llsp tunnel.
