Selects whether Accelerated Congestion Resolution (ACR)
should be used on the port.  When enabled(1), ACR
allows for early frame discard when congestion is
experienced on a port, thus limiting the number of
frames which may at any time be queued
for a single port.
              
The default value is disabled(2).
