scalar r/w MinutesInteger32 
This object specifies the number of minutes by which the
time will be changed when daylight savings begins and
ends.  This value is added to the current time when
daylight savings time begins, and subtracted when it
ends (and note that if this value is negative, it means
that the time moves backwards when daylight savings
time begins).
