For incoming calls, this is the address in
the call Redirection or Call Deflection
Notification facility if the call was
deflected or redirected, otherwise it will
be called address from the call indication
packet.  For outgoing calls, this is the
address from the call request packet.  This
will be zero length for PVCs.
