A row in the rdnServiceClassStatsTable.  Each row
contains a set of statistics related to flows within
a particular service class, and associated with a
particular value of ifIndex.   The table is indexed by:
            
1) ifIndex, associated with a CMTS upstream port (ifType = 129)
   or CMTS downstream port (ifType = 128).
            
   The rdnServiceClassStatsTable applies only to non-bonded
   downstream channels.   For bonded downstreams, please
   refer to the rdnServiceClassBondingStatsTable
            
2) docsQosServiceClassName = Service Class Name.
