The interval of time that begins when the cable modem initially
ranges, reboots, and ends when it starts initial maintenance again.
If the interval of time is less than what is specified in
flapInsertionTime, the flapCmInsertionFails and cmFlapCounts
will increment.
The valid range is from 1 to 86400 seconds. The default value is 60.
