The CM flap rate percentage threshold that controls the hopping 
frequency. The hopping only happens when the percentage of flap 
CMs is higher than this threshold. Value 0 means the flap 
threshold hop disabled.
              
This parameter applies to CMTS 1x8 and 1x4 cards.
