An entry in the static route table for IPv6
can be created for a destination with a specific
prefix length; multiple entries to the same
destination are created either by specifying the
next-hop or interfaceIndex or both to reach the destination.
However if the nexthop Ipv6 address is a link-local
address then IfIndex must be supplied.
