rcSysAccessPolicyAccessStrict

Used to restrict the access level specified in
the system access policy table to exactly the
same access level as specified by user. If TRUE
then only the access level in the policy table
is allowed access. If FALSE, then the default
behavior is to assume the access level specified
in policy table as the floor.
