This is a Dead interval Count or TTL (time to live) field that indicates how many seconds are left before the Neighbor is declared down. The starting value is set to the Router Dead Interval value and it decrements to 0 if there is no Hello received for that neighbor (then the neighbor is declared down). When a hello is received, the value is reset to the Router Dead Interval value again.
