column r/w Enumeration 
Used to specify the operation mode for this entry.
'useDefaultAction' means use the setting specified
in the 'rcIpFilterPortDefaultAction' variable.  
              
'forward' means forward the packet if the packet 
satisfies this policy.  
              
'drop' means drop the packet if the packet satisfies 
this policy.
              
'forwardToNextHop' means forward the packet to the next hop
if the packet satisfies this policy.  
              
This variable setting has higher precedence than the
setting in 'rcIpFilterPortDefaultAction'.
