	'ipTosRule1' means manipulate the Ip ToS byte

	'ipTosRule2' means manipulate the Ip ToS byte 
	according to Quid/Gid Rule 2 which is defined in
	rcIpTosRuleOrRule2.
	'ipTosRule3' means manipulate the Ip ToS byte 
	according to Quid/Gid Rule 3 which is defined in
rcIpTosRuleOrRule3.
