By default, when LCForceDelete (Line Card Force 
Delete) is set to false, if the ARP record is not 
found on the CP, then no message will be sent to 
the line-card. When LCForceDelete is set to true, 
a message will be sent to the line-card even when 
the ARP record is not found on the CP.
