This is the time (in 100ths of a second) that all instances of this LSP have been in the Oper Up state. The time is calculated based on the create time of the first instance of the LSP to go to the Oper 'Up' state. When all instances of this LSP have transitioned out of the Oper 'Up' state the time is reset to zero.
