The prefix length. For IPv4 must be <=32, for IPv6 <= 128.
The values for the index objects ipSpecRouteDest and
ipSpecRoutePfxLen must be consistent. For IPv4 must be
<=32, for IPv6 <= 128. If not, then the index pair is not
consistent and an inconsistentName error must be
returned on SET or CREATE requests.
