Object
The minimum absolute rate, in kbps,
that should be allocated to this queue.
If the value is zero, then there is effectively
no minimum rate guarantee.
If the value is non-zero, then the servicing of
this queue in at least this rate is assured.
Note that when this attribute is being used, the wfqWeightValue attribute is NA.
