Valid range for this number depends on 
type VC selected by vcGroupCnfgVCType
For SDH,  up to 63 VC12, or
          up to 3  VC3,  or
                1  VC4  are valid
For SONET, up to 84 VT1.5 without LCAS, 
           or 64 VT1.5 under  LCAS control.
           or up tp 3 STS-1/SPE, or
                    1 STS-3
