This entry is applicable only for VC-6A/FXO, VC-6A/FXS, VC-8/FXO,
VC-8/FXS, VC-16/FXO and VC-16/FXS.
Meter Rate means rate of Call Meter in Public Phones, in KHz units.
For some cards, the value must be the same for all card's ports.
