For X.25 destination: any valid x.25 link no.
For Frame Relay Link: any valid dlci with an x.25 encapsulation
                      protocol, presented in the form of {port:dlci}.
For a local destination: 100 .
For ISDN:             ISDN routing entry number preceeded by the
                      letter 'I' (example: I4)
