A Bit String of the active alarms on this VP.
An up bit (1) means there is an active alarm of this
type. A down bit (0) means there is no such alarm.
The meaning of the bits is as follows:
1 -	VP AIS
2 -	VP Loss Of Continuity
3 -  VP RDI Reception
4 -	VP Errored Cells > Threshold 
5 -	VP Lost Cells > Threshold 
6 -	VP Misinserted Cells > Threshold
9 -  VP Loopback Failure
