This parameter is configured by atmLayer2PriorityRx from 
atmLayer2PriorityTable.
Each bit in the Octet represents a specific priority as follows:
              	  
              	                  
    MSB 7  6  5  4  3  2  1  0 LSB	  -> Priorities
        |____________________|
        1  0  0  1  0  0  0  1		  ->	  Value
              	  
In this example, a certain VCC has several priorities: 0, 4 and 7.
