This attribute determines the period of time in seconds that
takes for a message to be transferred over all the network.
After a 'GO' command the MUX issues a delay of
'agnCNetDelay' before activating the appropriate DB.
The delay will be applied only after performing
agnCSaveFlipDbCmd.
