An entry in L3 SAT peer table.
            
A row cannot be modified or deleted while the peer is active
(indicated by l3SatPeerCurrentPhase != idle(1)).
            
When a row is deleted all the corresponding rows in the
l3SatSessionTable and l3SatReportTable are automatically deleted
as well.
