This High Capacity counter holds whole 64 bits of the counter
indicated by ifPerfCounterType (concatenates both counter parts
ifPerfHighCounterPart&ifPerfLowCounterPart)
This object can be supported only by agents using SNMPv2 or SNMPv3.
